ABSI - ABORIGINAL BUSINESS SOLUTION INTELLIGENCE
Aboriginal procurement data, captured at source.
ABSI is hosted by the government agency and extended to the Aboriginal businesses delivering its contracts, at no cost to them. Hours, cost and progress are captured where the work happens, so the agency's participation data is accurate because it was never re-keyed.

THE PROBLEM - WHERE THE DATA BREAKS
Nobody is falsifying the figures.
Hours go on a timesheet, costs into an accounting package, progress into a site diary, obligations into a spreadsheet the agency sent. Months later someone reconciles it by hand, and every hand-off loses fidelity.
THE MODEL - ONE ENTRY, TWO OUTCOMES
So the agency gives it to the businesses doing the work.
The agency hosts ABSI and, as part of its Aboriginal engagement program, extends it to every Aboriginal business delivering its contracts, at no cost to them. They get capital project tracking, work packages, hours and cost, with every reporting obligation generated from the same records. No licence to buy, no integration project, no consultant.
THE PLATFORM - ONE SOLUTION, TEN MODULES
One solution, not a reporting bolt-on.
Tender, contract, project, timesheet, resource management, demand and allocation, requests, live dashboards, a supplier portal and a native mobile app, integrated on TransformIQ. ABSI is a delivery platform first: the compliance reporting is a by-product of running the work inside it, which is precisely why the numbers are right.
THE CHAIN - PAST THE PRIME SUPPLIER
The chain reaches the subcontractor.
WA meets participation on contracts over $5 million partly through subcontracting, rising to 5% of contract value in 2026-27. It is also the measure the Auditor General found was not being reported at all. ABSI extends access past the prime supplier, so the Aboriginal subcontractor records its own hours and costs against the same contract.
WHY WCEP CARRIES THIS
Delivered by an Aboriginal business.
West Coast eProcurement is 100% Aboriginal owned, Supply Nation registered and based in Canning Vale. An agency engaging WCEP for ABSI is not only buying the system it needs to meet its Aboriginal procurement targets: the engagement itself counts toward them.
