Commonwealth
Indigenous Procurement Policy
Every Commonwealth portfolio carries an annual target — 1,952 contracts and $770.8m of eligible contract value for 2025–26, being 3% of each. Contracts awarded to WCEP count toward both the volume and the value target.

Western Australia
Aboriginal Procurement Policy
WA agencies work to a rising target for the proportion of contracts awarded to registered Aboriginal businesses, applying to procurement over $50,000 across goods, services, community services and works.
Applies to: WA State agencies
Mandatory set-aside
$80,000 – $200,000, and all remote procurement
Indigenous SMEs must be considered first for contracts between $80,000 and $200,000 GST inclusive, and for all procurement delivered in remote Australia, before an agency approaches the open market.

Direct engagement
Exemption 16 and WA direct award
Exemption 16 of the Commonwealth Procurement Rules lets an agency contract an Indigenous SME directly where value for money is demonstrated. WA agencies may engage a registered Aboriginal business without competitive tender on the same basis.

Contracts of $5m and above
Larger WA contracts carry Aboriginal participation requirements. Subcontracting supply or platform work to WCEP is a direct, auditable way for a head contractor to meet them.

Capability statement, ABN, ownership evidence and insurance certificates are available now, so a procurement team is not waiting on us to start.
Most Indigenous-owned suppliers can only offer you one category of spend. WCEP covers site consumables and enterprise software and professional services under one ABN — which means participation can scale with the size of the engagement rather than stopping at the stationery order.
